The Harem is a small group of male and female Vampires in the Romano Clan that have been hand picked by Elena and a couple by Raphael to be called upon at any time for Lessons*, as it's called. If Elena wants a Vampire to join the Harem she will talk to Raphael first before approaching them. Any Vampire can refuse to join The Harem if approached and there will be no repercussions. If any Vampire wants to join The Harem, they must approach Elena and she will decide in her own way. If Raphael wishes to add someone for himself into The Harem, he will talk to Elena and she will then decide, in her own way, if it will be worth it. Members of The Harem are allowed to have a relationship with anyone else but their priority must be their Alpha Vampires (Elena and Raphael). If any member of The Harem wishes to leave for any reason, they need only to contact Elena and she will free them of their duties. If they were added by Raphael, they must contact him and Elena. There is no punishment for leaving The Harem.
